My brother and I were talking about this on the way out to the desert yesterday, and we were at a bit of a loss. To me, it feels like the "What gun for X" hypotheticals about outlandish scenarios you might find yourself in, and what gun you would choose.
The only thing we came up with was strapping a boat to your roof, or some kind of floating ocean hamster ball.

I just moved to a landlocked place with no seismic activity. Gun? No... moving truck.
Maybe a SAM suit might do. Can't really think of anything else.
Gun for asteroid is a 10-mile long rail gun launching a Japanese (or French) locomotive.
A tsunami is a 30mph wall of water with about 30-million cubic pounds of pressure behind it - ten-thousand locomotives even if only two feet tall - it's incredibly powerful.
Balloon? Gas or hot air, you just need to get a bit up above it and let it pass by below. A miss is as good as a mile.
For asteroid, I think Crashr has it. For tsunami it's not gun, it's gunning the engine and running like hell.
Preparations for a tsunami? A mountain, of course!
