According to the commentary, he never intended anything specific to begin the statement.
He felt it was better to leave it up to the watcher to determine who, or what, never knows best. He wanted this because the world is complicated, and no one could ever possibly know what's best in the grand scheme of things.
... That's pretty much what he says.
