First time ever?

Has any state ever taxed a tax before?

California's new budget imposes a "fee" on your taxes.

The "fee" is measured as 2.5% or 5% of whatever you paid in state taxes last year.

    Actually, yes. Arkansas (Gov Huckabee!) hit us with a 3% surcharge in 2004. And LBJ put a 10% surcharge on Federal tax for several years to fund Viet Nam.
