It is voluntary if you accept that the voting public either elects to levy a tax to pay for a public service, or they elect a person or a body of men and grant these elected officials the power to levy taxes. Thus the public has volunteered (one way or another) to pay taxes.
Of course, the public has the power to voluntarily stop paying taxes as well, and if the government fails to listen to them, the public has the power to voluntairly remove the government.
